10. I returned to the question of Vietnam refugees (the boat people) which the Paraguayans have refused to accept on the grounds that previous Korean and Vietnamese immigrants who came in as agriculturalists in fact knew nothing about the land and many became involved in "anti- social activities. I asked whether if a group of refugees were selected whose agricultural credentials were undoubted the Paraguayan Government would reconsider its attitude. Bestard replied that in that case he was sure that the Government would be prepared to look more favourably at a case for settlement from the Hong Kong or British Governments.
