The PRO quota should be established on the basis of the total of actual rescue in the preceding year (2).
The figures of Rescue and departure for resettlement are taken, using the example of Singapore in 1981 and 1982. Rescue operations of ships operating under open registry (flags of convenience) which are subject to DISERO as well as rescues undertaken by Rescue-boats (Cap Anamur, US Navy) are not taken into consideration.
The PRO quota 1982, as well as the designation of countries participating in PRO, as indicated under (2) is therefore speculative and does not reflect any position of the Office or otherwise.
The figures given under column (3) and (5) are actual figures from our Singapore- based statistics.
