The Head of MVD minuted Mr Clift, pointing out that they had not seen in draft our submission of 19 January on

1983 Vietnamese refugees, in particular the part dealing with a new UK quota. Although Mr Partridge minuted us (presumably because the submission came from us) responsibility for the failure to consult his department really lies with SEAD. You will recall that it was they who prepared the draft minute from the Secretary of State to the Home Secretary, and passed it to us for inclusion in our submission. I have spoken to SEAD about Mr Partridge's minute and they accept that they are largely to blame. But in the circumstances it hardly seems worth trying to pass the buck. I therefore attach a draft reply to Mr Partridge that Mr Clift may wish to send.
