ICM in Hong Kong

Thank you for your letter of 17 May 1983 to Patrick Williamson, who is about to return from home leave. We have delayed replying while we sounded out Lamb and Bøe themselves on what was intended.

It now appears that Bøe will leave in a few days, and Lamb in late August. Lamb's successor will be a West German, Kottek, now in Lisbon, and theoretically at least Kottek will be able to decide whether he needs a replacement for Lamb. Obviously the current level of refugee movements from here will make this unlikely.

Thank you for your efforts. Despite the fall in "movements" we are keen to keep ICM involved, and anything further you happen to hear about any prospective "downgrading" would be useful to us.
