SOUTH EAST ASIA REFUGEES
1. I enclose a record of the talks on South East Asian refugees held here, 2 November with Robert Funseth of the State Department.

They largely covered familiar ground on both sides, but I hope we now have a better idea of each others' difficulties. It was also the first 1 1 'formal 1 T occasion for the US side to tell us about the Honolulu Conference and where they see the process going from there. You will see from paragraph 11 that Funseth confirmed the indications we had had from meetings in Geneva in the margins of the Executive Committee that the next stage at least of discussion among resettlemen states is likely to be better arranged between Permanent Represent- atives in Geneva.
