This was a UNHCR responsibility which they contracted out to ICM to provide travel and medical costs in respect of all resettlement refugees. There was a special agreement between UNHCR and ICM in which the former reimbursed or prefinanced the latter. Lyonette thought that ICM would not be able to accept a contribution from us in this regard as it was the UNHCR which financed the programme. As you rightly deduce the UNHCR would much prefer our contribution for this particular aspect of refugee work to be paid to them.
