therefore recommending that all persons arriving from vietnes after a given date should be treated in the same way as persons from other countries seeking to enter hang kang. i.e. these who lack either proper documentation or convincing grounds

on which to claim asylum should be returned quickly and

safely to vietnam.

the premise that the vietnamese government is likely to react favourably to a proposal that will help reduce the flow of migrants from vietnam as this country becomes

increasingly conscious of unpopularity in international

terms, and that the time has come when the international reaction would not be too antagonistic to proposal provided
