Governments consulted on the proposals in our TUR.

the circumstances we do not think a multilateral approach

as porposed therein would be feasible. However, we were

jemarks about interested by Ambassador Douglas's suggestion of ''safe

repatriation'' under UNHCR auspices, and by Zollner's

remarks on this subject (para 5 of your TUR).

The possibility of forciblé repatriation of

Vietnamese refugees from Hong Kong was as you know

considered by Ministers earlier this year.

The Secretary

of State ruled it out on humanitarian grounds and

because we were unlikely to get any satisfactory
