Mr Luce has noted several press articles recently (including a full page spread in 'The Times') on the treatment of the Vietnamese boat people in Hong Kong. Their tone has been generally critical of the way the refugees have been handled, and it looks as though a concerted campaign to publicise their plight may now be getting underway.

2. As a first step, Mr Luce would be grateful for a short note setting out the present position, and what plans we have to accommodate any new influx.
