to move one unaccompanied minor from Kai Tak to Chi Ma Wan to be reunited with his mother: the boy is a tearaway who has often been before juvenile magistrates, and the magistracy, the UNHCR, the Kai Tak management, and the boy's mother all want him reunited with her in Chi Ma Wan. We shall quietly comply with this rare unanimity of views in the next few days.
