ECONOMIC DEVELOPMENT
12. We look forward, in due course, to opportunities for
discussing further the difficult question of the dividing line
between refugee assistance and development aid, examined at the
recent seminar at Mont Pelerin. One interesting feature is the
notion of "additionality", which entails that resources for
certain projects should be additional to existing resources for
refugee assistance on the one hand and resources for the development
of the country of asylum on the other. We should like to hear
from the Secretariat their view of whether it will be possible to
implement this concept with a reasonable degree of success. The
UK view of proposals is often based on their chances of pragmatic
implementation rather than their attractions in theory. I recall
what I said earlier about the High Commissioner's traditional
flexibility of response.

The balance between development and assistance will also be
an issue at ICARA II, which we look forward to attending in July
1984. Preparatory work is already in progress, and we await with interest the reports of the expert groups which have already
visited African countries.

I have already mentioned the difficulties of finance.
particularly welcome the reduction in the 1983 general programme
budget. Pressure on resources, even for humanitarian assistance,
continues. Present contributions are still sufficient to meet
UNHCR's needs. But programmes must be seen to be cost-effective,
and meeting the real needs of refugees. We should look carefully
