historical and cultural ties with this country have not been strong. In present circumstances, therefore, you will understand why we could not consider opening a further quota.

However, we do what we can to help the Hong Kong Government sustain the flow of resettlement through our contacts with the United Nations High Commissioner for Refugees, who is responsible for coordinating resettlement, and with officials in the major resettlement states. We hope that this will reduce the burden of the influx of refugees on the Hong Kong authorities who have already done so much in managing this tragic humanitarian problem over the last five years.
