1. Mr Adams telephoned from UKMIS Geneva yesterday to say that the usual meeting of delegates with the senior Vietnamese rep- resentative Mr Ha Van Lau (one of their Deputy Foreign Ministers) had been arranged for 5 October. If there are any particular points you think should be raised by whoever from UKMIS attends, (probably Mr Adams himself) perhaps you could let me know or pass to him direct.

2. I agreed with Mr Adams that there was nothing of major importance from our own point of view which would merit pressing for a bilateral meeting with Ha Van Lau. The clearance of our candidates for departure under the ODP is already running well ahead of last year; indeed Mr Bell from Hanoi told me today that he has already despatched more this year than in the whole of 1981, our best year so far. I do not think there are any points on guarantees for repatriates or candidates for voluntary repatriation which it would be suitable to raise with the Vietnamese either in a bilateral meeting or in an open forum.
