Dear Mr Luce,

The Chairman of the BRC's Asia Committee, Lord David Ennals, and I will both be visiting Hong Kong during the next couple of months and will be looking at the continuing problems of the Vietnamese refugees.

Our Asia Committee has for some time been discussing the problem of Vietnamese refugees in Hong Kong and has given careful consideration to a range of possible contributions towards solving their problems. The situation of Vietnamese refugees in Hong Kong is seen to be closely linked with the situation in South East Asia generally and is of course tied up with the plight of Kampuchean and Laotian refugees in Thailand. In this context a number of related issues including that of aid for Kampuchea and Vietnam have been discussed.

It would be very helpful if the Chairman and I, with some other members of the Committee, could call on you to discuss the situation of Vietnamese refugees in Hong Kong and the various related questions after 14 December, when David Ennals returns from his visit.
