REFUGEES FROM VIETNAM
I enclose for information/comment a copy of a second report which the Home Secretary has received from the Joint Committee for Refugees from Vietnam.
The report describes briefly the continuing work of receiving and housing fresh arrivals and the areas where more work needs to be done to help the Vietnamese education, employment, health, establishing local community initiatives. It describes some of the projects which have got off the ground or which are in prospect, relying in the main on Urban Programme and Manpower Services Commission funding. It supports local authority representations for amendment of section 11 of the Local Government Act 1966, to encompass the Vietnamese or for relief from penalty of local authority expenditure on the Vietnamese; it argues also for Home Office funding of a 3 year programme of work by the refugee agencies.
We are preparing advice for our Ministers on the report and it would be helpful to me to have at this stage (by 18 November at latest) any comments which interested Departments may have to offer. I am consulting DOE specifically on the proposal to relieve local authority expenditure from penalty.
Looking further ahead, and anticipating a great deal, I enclose also a very inadequate paper produced by the refugee agencies which sets out their proposals for a three year funded programme. If Ministers do agree to funding I hope that I can involve colleagues from some Departments (and I appreciate that this is not relevant to all) in scrutinising the proposals and ensuring that the agencies' efforts are directed at the appropriate targets.
