The Secretary of State has looked briefly at Lord Belstead' Minute of 12 April and has asked if the recommendation and draft telegrams could be looked at again in the light of the optimistic remarks made by Mr Hartling's (UNHCR) about Hong Kong and Vietnamese refugees (Record attached),
