Action Taken

1. Lord Belstead minuted the Secretary of State on 12 April proposing that we explore the possibility of a multilateral approach aimed at stopping the outflow from Vietnam and that we renew our efforts to lobby on Hong Kong's behalf for resettlement places.

The Secretary of State saw the UN High Commissioner for Refugees, Mr Hartling, on 14 April and raised the subject of Vietnamese refugees in Hong Kong. Mr Hartling offered it as his hope that Hong Kong's problems would gradually improve. The Secretary of State asked if the recommendation of Lord Belstead's minute of 12 April and the draft telegrams of instructions to posts could be looked at again in the light of Mr Hartling's remarks.

3. I submit a further draft minute from Lord Belstead to the Secretary of State, together with revised draft telegrams. SEAD and UND concur.
