We feel there should be a paragraph
on this as it has received so much recent
would
publicity. It will have to make it clear
that this option has been ruled out for the
time being.
We agree that it would be helpful to issue an
FCO guidance telegram on this subject. Your draft
will, however, need some amendment to be used in
this way, particularly with regard to HMG's position
on resettling refugees in the UK. We are working
on this and will notify you of changes as soon as
possible.
