US; or

iii)

who worked for the US in Vietnam.

Only roughly 15% of those now arriving in

Hong Kong appear to qualify for resettlement

on this basis. 90% of cases

rejected by the US Government are thrown out

because they do not qualify under (i) above.

b)

The US delegation to a recent UNHCR meeting

refused to discuss the issue of resettlement

with HMA UKMIS Geneva and the Hong Kong

representative.

c)

The message of the US Attorney General and

team in a recent visit to Hong Kong was

that the US had done its fair share, and

was under political pressure to cut back

on the refugee programme.

HONG KONG'S POSITION

HK can not accept VRS unless there is a prospect

of resettlement, for the following reasons:

a) HK is already one of the most densely

populated territories in the world;
