Thank you for your letter of 12 May enclosing a copy of this useful report. It has been read here with great interest by those concerned with Hong Kong's refugee problems.

2. As you say, even acting as a place of first asylum is an expensive business, and the Hong Kong Government has shouldered an enormous burden. I can assure you that we are acutely aware of the difficulties you face and shall continue to make every effort to look for ways of helping Hong Kong to reduce its refugee population.
