Thirdly, I would welcome a chance to explore with you, and with the Hong Kong authorities, the kinds of contingencies which might arise and prompt consideration of Government support, and to try to define and where appropriate limit the form and extent of any support which might be seriously considered.

7. It seems to me that we ought to take the opportunity of the Governor's presence in London next month to broach these questions with him and to prepare the ground for further work and consultation.

8. I would welcome a chance of talking this over with you early in the New Year, before the Hong Kong team arrive, to see whether we can agree the general approach, and the particular points which should at this stage be put to the Governor. Obviously we should keep the exercise to a very limited circle. As far as the Treasury is concerned, apart from Mr. Middleton and myself, I envisage involving only David Peretz.
