I had lunch today with Mr Mountfield, the Treasury Under- Secretary dealing with the FCO Votes. The following points are worth recording.

Mr Mountfield reminded me of the need to consult the Treasury at the earliest possible stage about any potential new expenditure. He gave as examples of issues which might soon loom up aid to the banks in Hong Kong and a BIS arrangement with Brazil.

3. Mr Mountfield said that he and others in Whitehall who receive FCO telegrams were concerned that they might be excluded from FOLIOS. He hoped it would be possible to be plugged into the system in spite of the security difficulties. In any case, he sought assurance that the traditional telegram distribution to non-FCO Departments would not deteriorate. He said he would quite like to see any FOLIOS demonstration there might be (perhaps Mr Thorpe could contact him direct on 233-7091).

Mr Mountfield said he expected the FCO to seek a meeting with him before the end of the year to report progress on the FMI (could Finance Department please tell me what we must do?)

5. On BBC pay he said we should meet soon with the Home Office to discuss a long-term solution. The Treasury would adamantly oppose any open-ended bailing out of the External Services each year and would prefer to give them a cash limit each year assuming a pay settlement which might be a shade above the pay element allowed for Civil Servants; the BBC would then be told they should take this into account in their Corporation-wide negotiations with the Unions.
