The Governor of Hong Kong has telephoned to report on the position on the proposed measures described in my submission of
11 October and FCO telno 385 to Athens.

The meeting with EXCO this morning was difficult. Α
number of members expressed considerable doubts. A further meeting will be held early tomorrow morning. The Governor's assessment is that he is very unlikely to get full endorsement for the
measures.
It is possible that the Council might advise against
them but the more likely outcome is that a majority will state that they do not wish to advise the Governor against going ahead. That would be a less difficult situation than outright opposition but it is still very unusual.

The Governor would be grateful to know by first thing
tomorrow morning what the Secretary of State's view would be in
either contingency. If Sir G Howe wishes to leave it entirely to the Governor's discretion and not be associated with the decision,
that would not cause difficulties. But he cannot leave a decision
later than first thing tomorrow morning if the measures are to be implemented by the close of markets on the 13th.

I submit a draft letter to No 10 and other Departments and a draft telegram which the Secretary of State may wish to consider.
