1. In paragraph 2 of my earlier minute of today's date on this subject, I referred to the Hong Kong Government's proposal for the denomination of Certificates of Indebted- ness in US dollars. I attach copies of four telegrams from Hong Kong (numbers 1435, 1436, 1437 and 1442) in which this proposal was expanded. 20
