The PUS instructed me to prepare a draft Private Secretary letter to No 10, reminding Mr Coles, in advance of the Prime Minister's meeting with the Unofficial Members of the Executive Council on 7 October, that the EXCO Unofficials know nothing of the financial contingency planning which is being undertaken in Hong Kong and in Whitehall.
