17th September, 1983.

(Attn. Mr. Perrin)

Dear Sir,

I was able this morning to show you a first dossier of documents put together by the Inspectors concerning the borrowing relationship between BMFL and what BMFL's records classify as "C.G.".

I told you that there are numerous files which the Inspectors are still investigating and the final results of this investigation will necessarily take some time.

However, to enable the Company to examina further the apparent discrepancies, I drew your attention specifically to the following points:-

(a)

(b)

There is evidence of correspondence between Mr. Tan and Mr. Bentley Ho in particular with BMFL about the debt and its classification. While the Inspectors compile this information, I presume that copies of this correspondence are also available to Mr. Tan and Mr. Bentley Ho who may feel able to make it also available to the Board and its advisers if the Board is not already in possession of this correspondence.

The debt position as recorded at the end of June, 1983, in the records of BMFL as seen by the Inspectors is HK$4.6 billion. of this US$192 million and HK$162 million is shown as due specifically from Carrian Holdings Ltd. The remainder is attributed to a number of companies, including known subsidiaries. heading to this particular sheet is "C.G. AS AT JUNE 30, 1983".
