As regards plans for ferry services to the Mirs 'Bay resorts in Shenzhen, we were in some difficulty because
it has so far not proved possible to find a suitable temporary site for a pier at the Hong Kong end (there is no permanent solution in sight before 1986). Although the Shenzhen side said that work on their pier at the resorts had started in March and would be completed in August, we did not come under pressure to agree to the start of services this year. However, we committed ourselves to finding some solution for the start of the bathing season in 1984.

29 April was devoted to a tour of developments in the western part of the SEZ. A good deal of progress has been made in the year since I was last there and much new construction is underway or being planned. You may wish to glance at the attached notes on our tour made by Peter Webb. The point of greatest interest, particularly to the press who accompanied us, was the new control point on the northern boundary of the SEZ (the "second line") at Nantou on the main Shenzhen/Canton road. We were told that this was one of six such control points and that there will also be 29 simpler crossing points (mainly gates for local workers on foot) in the new border, which is to be a physical barrier with a fence for all (or much) of its length. The Chinese said they will deploy some 5,000 police etc., to man and patrol it.
