Hong Kong's Economic Value to China

Some time ago in the Executive Council, T.S. Lo referred to the desirability of undertaking a study of Hong Kong's economic value to China. We asked the Economic Services Branch to do this and the enclosed paper is the result.
2. We have not looked at the paper from the point of view of its political impact and at this juncture it is simply a factual analysis. We shall retain it as a quarry, but I thought that you and Peking would find it convenient to have copies.
3.
I did not get a copy to the Governor before he left. I doubt if he will want to be concerned with it during his holiday, but when he calls at the office on the 1st September, you might tell him of its existence please.
