Further to my memo of the 16th November 1983, I am

reporting as follows:-

Guangdong Special Economic Zones Study Tour of Britain and Europe

1.1. The Group comprising of six members (list attached) are simply guests of William Man. One of them He Bo Ru is in fact Mr Man's partner and assistant, Hua Cheng Co Ltd. being his venture in Shenzhen.

1.2.

Their visit lasting 15 days will cover London, Manchester, Newcastle, Edinburgh and Glasgow in Britain and Amsterdam. Local Chinese communities will be visited and have been asked to play hosts. While in London, they are staying at the Kensington Hilton.

1.3. At the dinner reception on Saturday, the Chinese Embassy was represented by WANG Pei and LIANG So-gun of the Consular Section. Local Chinese associations represented were :

Meeting with WANG Pei

2.1. Mr Wang came on his own. As usual, he fired

a large number of questions aiming entirely at the various Chinese organisations in Britain and to a lesser extent the establishment of our office.

2.2. It would appear that he was very ignorant about the Chinese associations here including the leftist ones. In his view, the Chinatown Chinese community Centre was doing the most useful work and asked how many other centres were there in the country. He also compliǎned that much of his time had to be spent on attending inaugurations of associations which did not seem to be doing much except perhaps Chinese language teaching.
