what policy changes might result from the experiences of the SEZS ? Could the coastal areas now designated as SEZs become newly industrialized regions of China, thus initiating an export -oriented strategy for development ?

should China undertake an export initiative on a large scale, how would industries and exports be planned; what possible effects would this have on the NICs in the region, as well as the major OECD trading partners for China; how have these SEZs been planned to be complementary to export processing zones of other developing countries: what will be the effect of significant increases in Chinese export capacity upon the economies of the region ?

how does China plan to equip itself to undertake large-scale export in the Pacific region; with what products would it be the most competitive, and where lie the comparative advantages for the SEZs? What investment in infrastructure, transport and energy need be planned for constructing competitive industries: what is the potential of large-scale raw materials exports (oil, coal, copper) ?

who is investing in the SEZs, how much, and at what perceived risks; what are the long-range advantages of establishing investment relations with the PRC; what are the major joint venture investments, and how do they reflect risk analysis on the part of foreign investors ?

The Centre has already established contacts with relevant research and government agencies in both OECD and developing countries; these contacts will

be maintained and expanded as the project proceeds and thus also ensure that the Centre does not duplicate the efforts of more specialized teams already in the field.

Audience

13. The primary objective of the research undertaken is to furnish policy. background material for government and interested private audiences, such as material relating to the performance of the Chinese economy; policies of readjustment, reform and consolidation in recent years; and the structures of the socialist economy in the PRC. The audience of the research output, therefore, would be both policy analysis units of national development agencies (or other appropriate government-related bodies) and more exclusively research-orientated institutions.

Both in the process of the research itself and in the dissemination of the output of this project, the Centre will seek to contribute to the analysis of and debate about the significance of the creation and development of the SEZs.

Calendar

15. The research project is short-term in design. Data will be gathered, analysed and presented by December 1984. Intermediate products, such as working papers and annotated bibliographies will also be prepared and made available as research is completed.
