7. Mr. McLaren referred to the useful meeting on 17

December in Guangzhou with Mr. YANG Kezhong and Mr. ZHANG's

colleague Mr. LIN Nianzu about the introduction of the new

arrangements for Chinese visitors to Hong Kong holding 2-way

permits. He recalled that this question had been discussed

at the last review meeting and expressed thanks to Mr. ZHANG.

Illegal Immigration

Mr. McLaren said that the daily average of arrests so

far in January was 18 (it had fallen to just over 9 a day

last January) and illegal immigration was still a problem for

Hong Kong. Mr. Mason explained that about two thirds of those

who crossed the border illegally were arrested. Aiders and abetters and those who carried forged identity cards were also prosecuted. Consideration was being given to the prosecution of those who made repeated attempts at illegal entry to Hong Kong. He hoped that those returned did not go unpunished in China. He made the following additional points:

About one third of all illegal immigrants arrested

in Hong Kong originated from Haifeng County.

Mr. Mason presented to Mr. ZHANG a note on the

methods and routes they followed, together with

an outline map.

The particularly distasteful trafficking in illegal

immigrant children continued. We were aware of

over two thousand children brought to Hong Kong

illegally during the course of the previous year

and would appreciate any measures taken by the

Chinese Security Forces to prevent this trafficking.
