The Chinese had originally proposed dates in mid December to enable the meeting to take place immediately 1982. after the talks in Canton on legal immigration but these were inconvenient to us.

I enclose the record of the meeting, which went well. The Chinese side expressed satisfaction with the efficiency of the present arrangements and made it clear that they wished them to continue. They laid some stress on the part which the liaison officer system had played in extending practical cooperation into new fields (the liaison officers are, for example, used as the channel for setting up meetings on cross-border traffic links). They proposed, and we agreed, that since the machinery is now well established review meetings should be held every year rather than every six months. But it was agreed that meetings of the border liaison committee (at a level between that of the liaison officers and of the review meeting) could be held at any time at the request of either side.

The Chinese had no significant matters of substance to raise. We drew attention to the continuing problem of illegal immigration, in particular from Haifeng County, and sought Chinese cooperation in combatting it. In that context we provided some figures about the illegal immigration of children and stressed the distasteful nature of the traffic. While giving no indication of possible
