1. We discussed your letter of 18 April to Mr Beetham Rogers, and Hong Kong telegrams 507 and 606. After consultation with the Cabinet Office, we agreed that the paper could be used in the way proposed, subject to deletion of the Conclusions (paragraphs 32 and 33). There is no

over the rest of the

concern

paper, though you or Hong Kong may wish to consider certain consequential deletions which might be thought to foreshadow the Conclusions. It would also be for your Department or the Governor's staff to boil the paper down to a manageable size.
