1. I wrote to John Bremridge on 29 November about an article in the Financial Times which speculated that you were working on plans for a domestic bond issue. He confirmed on 6 December that such plans were indeed under consideration, perhaps for implementation in.the early part of the next financial year.

2. Although the bond issue would go ahead under local legislation, which is already in place, I think that it would be important to let Ministers know of your plans. It would be interesting to let them have your views on how local opinion would perceive such an issue in the context of the future. It would also be helpful to tell the Treasury at the right stage. First of course we should need to know where matters now stand, in in particular what sum and what duration you have in mind for a loan.

3. I suggest that we have a word about this when you are in London. It might fit into other discussions about which I have sent you a separate teleletter. If you have any thoughts in advance of your visit I should of course be grateful.
