As you will have seen from our telno 504 to Hong Kong we have asked the Governor whether he thinks it would be helpful to Ministers if the JIC were to produce a paper dealing with ''confidence in the Hong Kong economy.
I enclose a copy of the Governor's reply (Hong Kong telno 769).

His reply does not surprise me and I agree with his paragraph 1. As he says, this is hardly an intelligence matter. I agree,
however, that we must have regular assessments of the economic situation and for that Hong Kong's views are essential In early March, before the Governor himself visited London, he sent a very useful assessment in Hong Kong telno 298, which was copied to Mr Martin. I think that a similar telegram sent, as he proposes, soon after the election, will be the right way of ensuring that Ministers are properly informed.
