As anticipated this has reared its head again in spite of the Governor's views and your minute of 8 June to Mr O'Neill. I am not surprised.

3. Mr Flower told me today that Mr Wright would like a reply from us in time for the Re meeting on 30 June.

If we accept that such an assessment is unavoidable we shall need to 'sell' the idea to the Governor, and perhaps ask him to provide a first draft.

Careful consideration will also need to be given to which bodies books are to contribute to the paper: the Bank of England and the Treasury are the obvious ones, but it may be that the Cabinet Office should clear their lines with No 10 before bringing them in.
