background and the relative strength of the parties, they were

probably bound to reach something like the present situation.

But we have kept them going by great exertions and it is in our

interest to keep them going as long as we possibly can. We

cannot at this stage prejudge the outcome. The question is how

far, now that their main nationalist aims are likely to be

achieved, the Chinese will go in order to enlist our full

cooperation and ensure Hong Kong's prosperity. Perhaps not very

far.

Our scope for manoeuvre has progressively lessened and in

our own terms we have for some time now been engaged on a damage

limitation exercise. But it is still an exercise of immense

importance with a great deal to play for. It will continue to

demand and deserve all our patience, imagination and skill.
