Mr Miller is a former member of the Hong Kong Government Service. He is currently an active member of the Hong Kong Parliamentary Group. He was invited to visit China for two weeks in April 1983.

Before he went to China Mr Miller was briefed in detail by Mr Clift. On his return he gave us a full account of his visit, which was circulated under cover of Mr Clift's minute of 6 May.
ENITY
4. The visit was unusual in that Mr Miller seems to have been care- fully picked out by the Chinese, probably mainly for his knowledge of Hong Kong. The Chinese gave no publicity to the visit and it has generally been kept secret There is insufficient evidence for us to draw any firm conclusion, but we think it unlikely that Mr Miller has a role to play as an intermediary. None-the-less we are keeping an eye on this and Mr Miller has promised to let us know if there are any developments. We know of none so far.
