FUTURE OF HONG KONG: BRIEFING THE OPPOSITION

1. At a meeting which Mr Luce held on 2 December the question of briefing Opposition leaders and Opposition backbenchers on Hong Kong's future was discussed. It was agreed that the time had come to update Mr Steel and Dr Owen and to bring Mr Healey into the picture. (all on Privy Councillor terms). It would also be useful to provide factual background briefing for Opposition backbenchers. (Some briefing has already been provided for certain Conservative backbenchers). I discussed these points with Mr Ricketts after the meeting. It was agreed that we should write to No 10 to inform them of these ideas. I submit a draft letter.
