Mr Hum's minute of 31 October to the PS. the deadlines prescribed for other work have tackling this any earlier.
2. I attach in draft:
(a) a minute from Mr Clift to the PS covering;

(b) briefing material for the Secretary of State's use with
Opposition leaders;
(c) check lists of "Points to Make".
3. (b) above is in two sections. This reflects the fact that although Mr Pym briefed Mr Steel and Dr Owen on 5 May, Labour leaders have not yet received a similar briefing. Mr Clift
has indicated that either Mr Kinnock or Mr Healey could be briefed. I think that the choice of the most appropriate "target" is a matter best left to the Secretary of State.
