Yesterday I saw Robert Adley, largely to talk.

about his Hong Kong "impressions" and partly to answer some queries he had raised about immigration from China, both legal and illegal. Helen YU was also present.

He was cheerful, forthcoming and generally very friendly. He said that he "did not necessarily enjoy" his visit to Hong Kong and that it held "no surprises" for him. In turn his further observations during the rest of the meeting were "no surprises" to us either. He remains set in his impression that some (but not the Governor) in the Hong Kong Government were "hostile" to him and he claimed that he had evidence from two journalists that their, and others', aid had been sought in an effort to blacken his name: he claimed that "GIS" had set some of the journalists on to finding out the source of funding for his visit and thought this a particularly dirty trick. Naturally I rebutted these ridiculous allegations and said that it was inconceivable that the Hong Kong Government would have acted in this crude way.

After this opening exchange, Adley took up the question of Hong Kong's future and in doing so had a number of points to make: there was nothing really new in what he had to say but the following points may give you the flavour of his attitude yesterday morning :-
