OFFER OF FACTUAL BACKGROUND BRIEFING TO OPPOSITION

HONG KONG: BACK BENCHERS

1. A notice has already gone out on the Conservative Whip, offering Government back benchers a briefing on the background to Hong Kong. Mr Luce would now like to extend the arrange- ments to cover the main Opposition parties (Labour, SDP, Liberal). He would be grateful if you could get in touch with the relevant Whips' Offices to extend this offer. The particular wording he would like to be used is as follows:-

'Would those interested in the facility of

a general, factual, background briefing on

Hong Kong by the FCO please contact the FCO on (01) 233 4475. The dates on which briefings will be given are 18 January, and 8 and 13 February.

2. It might be helpful to send a copy of the information to the Government Chief Whip's Office, since we have not previously told them of the dates on which briefings are to be held.
