1. You will have seen from earlier minutes that Mr Luce believes it important to brief backbenchers carefully about the facts of the situation in Hong Kong. I understand that the Secretary of State has subsequently endorsed this (Mr Bone's minute of 12 July).

2. As a first step, Mr Luce would be grateful if you could put together a checklist of the sort of points that he could most usefully raise. His principal aim at this stage would be to ensure that MPs generally realise the constraints within which we are operating.
