In the meantime I thought it might be useful if I gave you some initial thoughts on your interesting idea of forming a City Group to coordinate and liaise on Hong Kong matters. Without knowing exactly what you have in mind, I wonder if such a Group might not overlap with the existing Hong Kong Association, which already brings together a very wide and varied number of firms in the commercial and financial fields with an interest in Hong Kong. Have you come across them? Their Chairman is John Swire, and they have in the past seen Ministers on a number of questions, including the future of Hong Kong.
There is also, on the semi-official side, a Hong Kong Trade Advisory Group, under the British Overseas Trade Board, which leads on practical export promotion work connected with Hong Kong. The Chairman of this is Ian Donald of GKN and it is serviced by the Department of Trade.
