CALL BY MR ROBERT ADLEY MP: 25 JULY 1983

Your minute of 11 July recorded Mr Luce's talk with

Mr Adley on 11 July. I understand that Mr Adley will call on

Mr Luce again at 5.30 on 25 July. A member of this Department

will attend.

I attach some points to make, a copy of Mr Adley's article in the Guardian of 15 July, a summary of the main points made by him in his interview on the BBC Newsnight programme on 11 July and the Hansard record of a supplementary question

he asked in the House on 22 December 1982.

3.

Mr Adley's remarks on the Newsnight programme and in a

Hong Kong Commercial Radio interview on 12 July received wide

coverage in the independent Chinese language press in Hong Kong. While what Mr Adley has said is no doubt well-intentioned, his

theme that the incorporation of Hong Kong into China is inevitable

and that the people of Hong Kong had better get used to this idea

must undermine in both Hong Kong and' Peking the commitments that the Prime Minister has personally made to aim for an agreement acceptable to the people of Hong Kong.
