1. During Sir E Youde's call on Mr Luce this afternoon, there was brief discussion of the desirability of briefing the main Opposition Spokesmen on Foreign Affairs about developments in Hong Kong. Mr Luce believes that it would be very desirable to carry the Labour party and the Alliance with us as negotiations on Hong Kong proceed through the Autumn, and that there might therefore be value in the Labour party spokesman and (say) David Owen, being offered regular briefings on a Privy Councillor basis by the Secretary of State.

2. Mr Luce accepts that a final decision on this may have to wait until after the Labour Party Conference, when the new Opposition team will be selected. This is, therefore, mainly for your information at the moment (though any views you may have would be welcome). /you should know that Mr Luce would like to revert to this matter well before Parliament reassembles at the end of October.
