BRIEFING ON HONG KONG FOR LORD CHALFONT, 1500 TUESDAY 25 OCTOBER AT

THE HOUSE OF LORDS

1. In Mr Luce's absence Lady Young has kindly agreed to have a word

with Lord Chalfont on Hong Kong before he chairs a conference there on 28 and 29 October on "Political and Economic Development in Asia". We understand Dr Henry Kissinger will give the keynote speech at the conference. The question of Hong Kong's future is not

expected to arise in the conference itself but those taking part, particularly figures like Lord Chalfont and Dr Kissinger, will

certainly be pressed by the media for their views.

2. Lord Chalfont is likely to be pretty well-informed on Hong Kong,

which he has visited before, but a word of caution before he goes

would we think be advisable. Some "Points to Make" are attached.

3. I should be glad to brief Lady Young orally before the meeting,

which I shall attend.
