16. The Prime Minister has made it clear that the views of the people of Hong Kong will continue to be fully taken into account in the talks.

17. We shall, on a continuing basis keep in close touch with he views of the people of Hong Kong through the existing means. When the main line of the settlement has emerged, we shall consider what means would be appropriate for testing its acceptability in the special circumstances of Hong Kong.

18. With the New Territories Lease due to expire in 1997, this is not a feasible option.

ACTION TO PREVENT EROSION OF CONFIDENCE IN HONG KONG

19.

The Prime Minister has made it clear that Her Majesty's Government, is comitted to seeking a solution which will maintain stability and prosperity in Hong Kong. The Governor of Hong Kong made clear in his speech to Legislative Council on 5 October, that the Hong Kong Government intend to continue to invest vigorously in the future of Hong Kong and its people and in the development of the territory.

'SAFEGUARDS ' FOR PEOPLE OF HONG KONG

20. We believe that a satisfactory negotiated settlement would

provide the best guarantee of continuing stability and prosperity for all who live and work in Hong Kong.
