We have spoken briefly about Hong Kong. At a meeting with Richard Luce a few weeks ago I have since, at his suggestion, maintained personal contact with the Chinese Ambassador in London.

Obviously, I am extremely concerned about the way things are going, and repeat my view that the only way to reach a worthwhile and satisfactory agreement which will meet the obligations of the Queen's Speech is to recognize China's sovreignty over the whole territory at the earliest opportunity.

I am hoping to see you shortly, but in the meantime I enclose a roneod letter which I imagine has been sent to a number of colleagues by Mrs. Elsie Elliott. I commend much of what she says, particularly the fourth paragraph of her letter.
