Dear Richard,

Following our conversation last evening, and your expression of views about the publication of my letter to the Prime Minister: as well as the message conveyed to me from her that she would be unhappy if the letter were made public, I have slept on the position, and decided to accede to your request. I will, therefore, not take any steps to distribute the letter, although I have, of course, sent copies to the other three officers of the British-Chinese Parliamentary Group.

I think, Richard, that my patience is almost exhausted as far as private exhortations to the Prime Minister, the Foreign Secretary, yourself, and everybody else is concerned. We must all, as you said last night, do what we think is right, and I am profoundly disquieted by the way things have been going.

I am grateful to you for the suggestion that we should keep in contact.

In order to get this letter to you as soon as possible, I hope you will excuse my having dictated it to my secretary over the phone, and asked her to deliver it to you at the Foreign Office, as you suggested.
